Initially the picture appeared to be of someone with an extremely deformed arm. In actuality it belongs to the woman adjacent. Looking again, he is holding the sign with one hand. The other is not visible. It appears that he had just pinched the younger woman’s bum. The older woman on the other side appears irate that it was not her bum that was pinched. All in all it is quite a delightful image.
